This update uses PRovoke Media’s 2025 Global 250 (2024 fee income) and filters to US-headquartered firms to produce a US-focused top 10.

Fee income isn’t perfect, but it’s one of the cleanest metrics we have for scale, especially for full-service firms that span media relations, crisis communications, and reputation management (often alongside social and digital marketing capabilities).
One merger reshaped the top tier
This ranking also reflects a structural shift: BCW no longer appears as a standalone leader because WPP merged BCW + Hill & Knowlton into Burson in 2024, which immediately reshuffled the top of the market.
What scale buys the top five
Combined, the top five generate ~$4.2B in PR fee income. That advantage shows up in familiar ways:
- brand reputation and enterprise trust
- mature client networks
- recruiting and retaining specialized talent across disciplines like crisis comms, public affairs, healthcare, corporate reputation, and integrated social/digital
Why size doesn’t automatically win anymore
Size helps, but it does not guarantee outcomes. Boutiques often win when the work requires speed, senior attention, or deep category specialization.

- Client counts: Not publicly disclosed by most firms. Any figures shown are conservative estimates.
- Profit margins: Private firms do not publish margins. Industry norms for large PR networks typically range from 10–18%.
- Company leadership: Direct from the company website.
Why fee income:
It’s the cleanest apples-to-apples proxy for firm scale in PR because it reflects the service revenue that supports staff, specialty practices (public affairs, crisis management, social media, influencer marketing), and global infrastructure.
